Technology Enabled Care Services (TECS) has the potential to transform the lives of residents and   equipment, adaptations and assistive technology can support re-enablement, promote independent living and contribute to preventing the need for care and support.  It has always been recognised that the home environment is a key consideration for those with potential social care needs.  At Sefton Council we are committed to develop our Digital offer, and align TECS with the Council’s community equipment, adaptations and Telecare service to reflect the growing changes in what can be done to promote less dependency on care or health services including hospital admissions, a loss of independence and a reliance on carers.

Technology Enabled Care Solutions (TECS) includes the use of telecare, telehealth, telemedicine, video, wearables, sensors, apps and digital health & care tools to:

  • engage people in their own health and care
  • enable timely and efficient remote support
  • enable choice and personalisation
  • empower people to manage their health and care in a way that is right for them
  • reduce dependence on services
  • improve the quality, safety and efficiency of health and care practice
  • identify individual and population health need & expectation to plan and deploy interventions

This reflects our ambition to embed modern TECS into the heart of Sefton’s adult social care and SEND children and associated support services making an offer to service users that will be flexible, enabling, responsive and re-assuring.  This will make it possible to deliver our services in the most efficient and effective way.

The TEC Officer will ensure the consideration of and development of TEC services in care planning and assessment pathways.  The ambition of the Technology Enabled Care Services Strategy is to connect modern digital assistive technology into the heart of Sefton’s Adult Social Care; considering TEC in design and development of services. The benefits of adopting such technologies will create a service user experience which is flexible, enabling, responsive and re-assuring.

The TEC Officer will contribute more widely to the overall development of Sefton’s Digital Offer through training work, specialist projects and other activities, promoting the use of TECS and sharing knowledge and expertise of AT with providing advice and support to professionals and to members of the public requiring sensory and digital equipment in their homes to support independent living.

 The role will be a time limited role to progress the work programme of TECS in Sefton. It is an exciting time in Sefton as we see developing models of integrated working progressing it’s become apparent that dedicated officers to drive forward an identified TECS programme of work are essential to the improvement of joint service delivery, efficient services and in the promotion of independent living for the people that live in Sefton in the most effective way.

Job requirements:

Working as part of a small team the post holder will undertake professional research, co-ordinate projects and service reviews to deliver thorough, relevant, accurate and innovative reports and projects that support change, commissioning, service planning and service development across the Council.

The successful candidate will have an up to date and specific knowledge of assistive technology options, well-developed communication skills and experience of assessing. The post holder will also have a good understanding of the legal framework for adult social care.  They will be expected, and enabled, to contribute more widely to the overall development of Sefton’s Digital Offer through training work, specialist projects and other activities, both to promote the post holder’s own development and so that knowledge and experience of using Technology Enabled Care services in the council are effectively shared, to the overall benefit of social care services.

The TECS Officer will assist in coordinating a change programme designed to mainstream TECS support across Adult Social Care to support sustained independent living. This role will also support the development of new business regarding the implementation of technology enabled care services programmes. The person will have experience of working on service improvement, commissioning and project management across Health and Social Care, leading on allocated initiatives, across the Council with a view to supporting the successful delivery.

The TECS Officer will act as a specialist for TECS provision and promote the increased use of TECS to meet the needs of residents of Sefton.  The person will provide advice and support to professionals and to members of the public requiring sensory and digital equipment in their homes to support independent living.

The successful candidate will be flexible in approach and use strong interpersonal skills to ensure maximum engagement.  A key outcome of the role will be to embed a culture of TECS and prescribing of associated equipment across the organisation, and across Sefton, resulting in increased demand in the use of TECS in the home to support independent living. 

The TECS Officer will champion and increase awareness and accessibility of TECS to members of staff and wider public based on national and regional best practice models.  They will be required to progress a well-defined transformation plan that puts the TECS at the heart of supporting Sefton residents to live independently with their needs met and achieving the outcomes that matter the most to them.

The successful candidate needs to be able to always work in strong partnership with our colleagues from health and others to achieve the best outcomes for Sefton people. You will possess the ability to work well in a multi-agency approach and you will be working with a wide range of professionals both as part of team and as a self-starter that can work well independently. 

The TECS Officer will be well supported by a Service Manager and will benefit from excellent support as the Council works with a “One Council” ethos.

It is envisaged that the role will be fully agile and required to work across the footprint. Main office bases will be in Bootle, either in the council offices of Magdalen House or CCG base of Merton House.
