Corporate Geographic Information Systems (GIS) Manager
Location: Sefton Metropolitan Borough Council (Bootle) / Agile

Sefton Council is seeking to recruit an experienced Geographic Information Systems (GIS) Manager to join its central Business Intelligence & Performance Team. You will lead our spatial data strategy and drive spatial digital transformation across the Council. You will be the authoritative lead on all Geographic Information System (GIS) technology and provide advice and guidance to a range of services - from urban planning to social care – to encourage the use of accurate and actionable spatial insights. Key Role Responsibilities
- Develop and implement a corporate-wide GIS and spatial data strategy that aligns with the Council’s digital transformation goals.
- Oversee and develop the Council’s GIS technology stack, including MapInfo, ESRI, iDox Location Manager, CadCorp, QGIS, and integration with corporate systems like the Local Land and Property Gazetteer (LLPG).
- Develop and deliver training to support users of the GIS spatial asset management data tools
- Act as the primary advisor to senior leadership and elected members, translating complex technical spatial data into clear, evidence-based reports.
- Ensure all spatial data processes meet statutory requirements, including UK Gemini, PSGA, BS7666 standards and GDPR.
- Build and maintain relationships with a wide variety of stakeholders across all levels of management ensuring clear and effective lines of communication.
- Advise and support others to perform in-depth data analysis, and to produce detailed and concise written performance reports, to get the greatest insight from the Council’s data and to inform strategic decisions.
- Provide advice and technical support to maintain a focus on continual improvement of Council services while demonstrating continued improvements in value for money.
- Deliver effective business intelligence, including the development of reporting and analytical systems and reports to support the achievement of Council and Partnership priorities.
- Document all key responsibilities and tasks to ensure continuity and efficiency in GIS support
Ideal Candidate:
- Degree in GIS, Geography, Computer Science, or a related field (or equivalent professional experience).
- Expert knowledge of MapInfo and/or ArcGIS.
- Expert knowledge of Ordnance Survey (OS) datasets and map management processes (including APIs).
- High proficiency in data manipulation tools like SQL.
- Familiarity with Python or scripting for task automation is highly desirable.
- Demonstrable experience of working, influencing, persuading, and encouraging participation by diverse stakeholders and partners.
- Experience of managing, supervising and supporting others.
- Extensive experience in building data visualisations, performing in depth data analysis and answering questions on spatial data for key stakeholders.
- Excellent communication and interpersonal skills to build & nurture relationships across the business, then effectively advise and support senior officers, with the confidence to challenge where appropriate, based on evidence.
