We are committed to investing and developing in our Corporate HR Team and are seeking a Career Grade HR Business Partner / Senior HR Business Partner to join the team.  You will be part of the Council’s Policy Team within Corporate HR Department reporting to the HR Team Manager.  The Corporate HR Department provides support to all areas of the Council including schools. 

This is a permanent contract.

You will assist in all aspects of the work of the Policy Team including the creation and production of the HR policies and procedures for the Council, and provide an effective and professional HR Management Service, communicating with a wide range of people, including trade union representatives, Council managers and employees. 

This two-step Career Grade scheme offers excellent prospects for career development, and a pathway for applicants already with a background in a HR role to progress their skills, knowledge, and experience.  At the HR Business Partner level, the post is offered at a Grade H, with the expectation and willingness to become a fully qualified member of the Chartered Institute of Personnel and Development (CIPD) within a defined timescale to progress to the HR Business Partner level (Grade I).

The successful candidate would be appointed at a grade commensurate with their experience.

Progression through the Career Grade is dependent upon achieving and demonstrating both professional development (qualifications) and personal competency in the role as set out in the Job Description and Person Specification. 

About You

You should have experience of working in a customer focused environment.  Your communication skills, both written and verbal, will be of a high standard alongside team working skills.  You must have a high level of digital confidence and be adept in the use of ICT resources and programmes along with the ability to understand and manage data.

At Grade H you will require:

  • Level 2, or equivalent, in English and Maths
  • NVQ Level 5 in relevant subject, e.g. HR Consultant Partner (Level 5) Qualification or equivalent experience.
  • Previous experience in working in a HR role.
  • A working knowledge of employment legislation and its application in the workplace.
  • Knowledge and understanding of Pay and Conditions of Services for Local Government employees.

 

To progress to the higher grade level, you will require:

CIPD qualification (MCIPD or above) and have gained experience in:

  • trade union consultation and negotiation
  • formulating and developing HR policies / procedures
  • undertaking project work and conducting research
  • undertaking Freedom of information requests and formulating responses to Subject Access Requests.
